Founder:
Bishop Frank Allen is an Ordained minister and local pastor of a Church of God, in Portsmouth, VA. He is the Founder and CEO of Hope Charitable Services based in Portsmouth Virginia. Over 30 years ago, Bishop Allen created a neighborhood community intervention and crime prevention program for the residents of West Haven and the surrounding areas of Portsmouth.
Executive Director
Keesha McMillan is the Executive Director of HOPE CHARITABLE SERVICES. Keesha maintains a bachelor’s degree in communication from ODU and studied in the Early Childhood Development Program. She has worked in the community through many non-profits focusing on empowering families.
Administrative Assistant:
Susan Mutter serves as an Administrative Assistant/Director of Resource Development at Hope Charitable Services. She has spent 30 years working in Children Services.
Director of Food Outreach Services: Pastor Rosalyn Harmon
Pastor Rosalyn Harmon is the founder and leader of A Women with a Silent Cry Outreach. Pastor Harmon provides natural and spiritual support such as food, hygiene products for those suffering from homelessness, substance abuse, mental illness, and domestic violence. Pastor Harmon partners with HOPE CHARITABLE SERVICES and MERCYCHEFS to provide food for seniors and our most vulnerable.
Associate Pastor:
Pastor Hector serves at HOPE CHARITABLE SERVICES as an Associate Pastor. Pastor Hector attended Virginia State University and was ordained in 2018. He was the co-founder of a violence intervention program that directly helps mothers who have lost children to gun violence. Pastor Hector is the Director of HOPE HOUSE, a Christian home for men who are transitioning into regular housing.
Director of Youth & Family: Ted Lamb
Ted Lamb is the Director of Youth & Family Services at HOPE CHARITABLE SERVICES. Ted is a career educator and has over 25 years teaching experience in Pre-k through adult classes. He earned his Bachelor’s in Social Studies Education from Oklahoma Christian University. Ted has also earned his Masters degree in Special Education from Bowling Green State University. Currently, he teaches American and World History in an alternative school setting.
SANCTUARY OF HOPE
Assistant Operations Director: Kelly Williams
Seven years ago, Kelly walked into Hope Charitable Services looking for a hot meal and a box of groceries for her and her children. Kelly had struggled for months trying to make her meager paycheck cover food, rent, utilities, and other necessities.Today, Kelly is the Assistant Director of Operations at Sanctuary of Hope, coordinating those hot meals and food.
Operations Director
Pastor Denise Davidson has been working with Bishop Frank Allen since the passing of her beloved husband, Evangelist Keith Davidson as the pastor of SANCTUARY OF HOPE for over 22 years. Pastor Davidson serves as the Operating Director of SANCTUARY OF HOPE and oversees its daily operations. Her leadership has been influential throughout the church ministry. Her gift for music has been an inspiration to the community.
